The Government of India launched the freeAntiretroviral Therapy (ART) initiative in April2004 across 6 high prevalent states and theNational Capital Territory (NCT) of Delhi.Since then, there has been a massive scale-upand decentralization of ART services with theaim to have universal access to life-savingART for all people living with HIV (PLHIV) inneed.
There have been major innovations inthe National AIDS Control Programme (NACP)in the last two years to improve the access toART and strengthen service delivery acrossgeographies.
Some of these innovationsinclude Dolutegravir (DTG) transition, viralload monitoring, advanced diseasemanagement, rapid ART initiation andimplementation of differentiated caremodels.
These recent changes in the programnecessitated the development of a uniformand standardized National Guidelines for HIVcare and Treatment 2021.
In this newconsolidated National Guidelines for HIV careand Treatment 2021, National AIDS ControlOrganization (NACO) brings together allexisting national recommendations andupdates existing guidance.The National Guidelines for HIV care andTreatment 2021 was thoroughly reviewed byclinical experts and practitioners and programmanagers prior to publication.
The NationalGuidelines for HIV care and Treatment 2021provides a comprehensive set ofrecommendations for HIV management inadults and children geared to achieve the 95-95-95 targets by 2030.
The guidelines are primarily intended for medical officers of ARTcenters across the country and the cliniciansin the public or the private sectors who tendto provide services to the people living withHIV (PLHIV).
These guidelines are intended tobe a reference manual, and a resource toeducate heath care workers when providinghealth services to the PLHIV.
It can also beused for in-service health provider educationand training, as a source of up-to-date,evidence-based recommendations, and as aself-education tool for health care providerson the prevention, diagnosis, and treatmentof HIV/AIDS.
The target audience for thisdocument also includes policy makers andother health care staff, HIV programmanagers, technical agencies, donors andimplementing partners supporting theNational AIDS Control Programme at alllevels.
